A Pena Palace tour from Lisbon is not a cheaper way to see Sintra — it is a way of buying time and certainty. Doing the trip yourself costs about €35 in train, bus and ticket, and around three hours in transit and queues. A full-day tour costs between €78 and €100, removes all of that, and adds places that are hard to reach without a car.
The right question is not "which tour is best", it is: what do I want to see besides Pena? That is what separates the products.

It is if you want Pena plus two or three other places in a day, particularly Cabo da Roca, which is hard to reach without a car. If you only want Pena, the train plus bus 434 costs about half.
